In reference to the subject according to the latest post of "SEO Roundtable" https://bit.ly/39ncMkp it can delay from Google end for Indexing, Crawling and Ranking as Google has announced for the same process in September 2019, "After 1st March 2020" it will be in effect.
Here is a snapshot from their post.
I don't why they confuse the SEO community if it's not compulsory to say, what you think and what your experience say just listen to your mind if it works. I don't think it would work because if it happens to count "Nofollow" inbound links for "Ranking, Crawling & Indexing" then what makes it means of filtering Google Algorithm??
Then it would be like again 10th century begin with SEO !!
I don't know more then you respected Sir, https://twitter.com/JohnMu
In my opinion "Nofollow" links must not count for "Ranking" at all. It would be battle then for Google search itself for how to handle spam filter.
